What is the Phase 2 Direct Vision Standard / Progressive Safe System?
The Direct Vision Standard (DVS) scheme is an initiative in Greater London set up to aid in the mission to eliminate all deaths and serious injuries caused by Heavy Goods Vehicles.
As of October 2024 the legislation is changing in that any vehicles below 3 stars will need to be fitted with a Progressive Safe System. This means additional equipment to what was required on the first phase of the DVS scheme.
The DVS star rating scale
The revision has come about because of an advancement in technology which will aid in the problem of driver fatigue from traditional side scan sensors which would often alert drivers of an object in the blind spot that was not a vulnerable road user such as street furniture.
What new kit will I need to fit and will some kit I already have fitted be useable?
If your vehicle is under 3 star rated you will require a left turn turn alarm, nearside camera, monitor and the MOIS and BSIS systems to be fitted. You can then apply for a permit from TfL to become exempt from the fines.
Vehicles already fitted with a DVS kit will still require the audible left turn alarm and nearside camera/monitor. They will however also require a MOIS (Moving Off Information System) and BSIS (Blind Spot Information System) to be retrofitted.
My vehicle is GSR compliant from factory - what kit will I need to meet PSS compliance?
You will need to fit an audible left turn alarm with a cut out switch. You will also need blind spot signage-we recommend A3 size for maximum visibility.
